@sodiboo it is, as i understand it, intended to be used as "basement dweller" might be used in english
so, yes, it is derogatory, but the set of folks it's intended to encompass is really quite small

and doesn't the acronym expand out to "not educated, employed or trained"? i was under the impression that the past tense was relatively important there, but i might be mistaken...
